The graph of the quadratic function fx=12x-2x+8 intersects the y-axis at 0, c.

The vertex of the function is -3, -12.5.

The equation fx=12 has two solutions. The first solution is x=-10.

Let T be the tangent at x=-3.

Find the value of c.
